The Astral Plane is an alternate dimension. Telepathic mutants (especially powerful ones) can reach the astral plane by psionic means. They can project their body into the realm, allowing them to manipulate the astral plane e.g. by turning their arms into weapons or growing in height.
The astral plane is also sometimes called astral dimension, astral realm, or spirit world.
History
X-Men: Apocalypse
During the battle in Cairo, Xavier fights Apocalypse telepathically in the astral plane.
Legion
In the FX series Legion, David Haller is transported to the astral plane.
