The Covert CIA Research Base is The Man in Black's facility used to research beings with paranormal powers and military defense.
The mutant group that was based there was called Division X. The facility was later damaged by Sebastian Shaw and his Hellfire Club henchmen Azazel and Riptide.
Division X was later to be an independent team called the X-Men, run by Professor X.
