Norris was a member of HYDRA and an associate of William Stryker.

Biography[]

X2: X-Men United: The Movie Prequel: Wolverine[]

Norris, a special forces commando serving at an undisclosed covert ops base, informs Stryker that Subject 1033 has been located. Stryker orders that a team capture the mutant and return him to the base for experimentation.

Later on, Norris leads a commando team of special forces, and attempts to apprehend both Sabretooth and Wolverine at a bar. Although with great difficulty, the team is able to subdue both mutants.

While en route to the covert ops base, Wolverine escapes, whereas Sabretooth chooses to stay, hoping to find some answers to his forgotten past.

Norris later informs Stryker that their operation on Sabretooth - specifically, bonding adamantium to his skeletal structure, ultimately failed. Stryker then tells Norris to prepare for their next project: Operation Deathstrike.

X2: X-Men United: The Movie Prequel: Nightcrawler[]

In addition to capturing Yuriko Oyama, Norris was also involved in the abduction of Kurt Wagner. Both mutants were to be used in Weapon X experimentation at Alkali Lake.

Following Wagner's capture, Norris was especially cruel towards him. Not only did he physically and verbally abuse Wagner on a regular basis, but also hated his religious devotion, believing it to be an insult to his own religious beliefs - that an "animal"-like mutant would be worthy of God's love.

After Wagner was subdued by the mind control serum, Stryker tested him by selecting a target to kill. Norris was, unfortunately, that target. Wagner teleported to a soldiers' barracks where Norris was and slashed his neck before returning to Stryker's office.
