The Food and Drug Administration (FDA) is a U.S. federal agency, responsible for protecting and promoting public health through the regulation and supervision of areas such as food safety, prescription and over-the-counter drugs (medications), and vaccines.

X-Men: The Last Stand

Mystique, prior to her capture by the FBI, broke into an FDA office and tried to obtain records related to Leech - the source of Worthington Labs' new mutant cure.

The President later made these records known to Department of Mutant Affairs Secretary Hank McCoy, who was unaware of the cure's existence and development altogether.
