In a session of the Russian military council discussing the situation in Cuba, Nikita Khrushchev is present while General Armivolkoff advocates the need to place missiles into Cuba to counteract the United States' actions in Turkey. Khrushchev nods his head in agreement, and Armivolkoff orders a fleet to protect any Russian cargo ships carrying missiles bound for Cuba.
