I believe he WAS intended to be Bolivar Trask before Days of Future Past was ever filmed and the timeline was altered. The only similiarities he has with the real Bolivar is his involvement with "the ongoing adaptation of human weapons and tactics to combat mutant threats", which may involve the Sentinels.
